A place stays kind when moderators have good tools.
Reports, then reasons.
Anyone can report a post or reply, once. The queue gathers reports per thing, oldest first, with recently hidden posts. A moderator resolves a report by hiding the message or dismissing the report. A hidden message stays visible to its author with the reason, and the author is told.

Slow it down.
Slow mode allows one message per member per interval on a channel. Closing a channel stops new posts. Roles are member, moderator and admin; admins set roles. Staff are exempt from slow mode and locks.

How do I report something?
Use Report in the menu of the post or reply and say in a few words what is wrong. Moderators look at the reports in a queue. You can report a thing once.
Who can moderate?
Members with the moderator or admin role. Admins set roles. The deployment's owner is an admin.
